In this approach, when form is submitted, the response is compiled into message according to template and this message is forwarded to visitor's WhatsApp application for the provided number.

This doesn't require usage of any WhatsApp API service. It requires WhatsApp installed into visitor's device. Any there are billions of devices with WhatsApp installed.
